Dead space and output frame

The green area is where our attention is for editing and refining before notes are moved to Halaxy (etc.,), which is about 70 or so percent of the time on Heidi. Maximising this space by reducing the dead space on screen (red boxes) would be like reducing the bezels on a modern TV. There would less scrolling and the layout of the note as is shows on screen would be more immediately accessible for reference while editing/refining the output. Overall, the website would look cleaner. Could this be done with a more ergonomic spread of buttons? Thanks heaps for taking the time to read this
